Case Study 1 - Stakeholder Alignment for Transport for London

The brief: To implement new legislation (Traffic management Act 2004) and reduce congestion on London’s roads. By engaging with all of London’s 32 boroughs and the major utility companies and their sub contractors on behalf of TFL, many of whom previously had not had a working relationship

What we did: Established cross industry working party that met every fortnight for a year and re-wrote a good practice guide that got incorporated into secondary legislation. Developed a GIS planning tool for access by all. Incorporated guide into statement of requirements for software changes Produced 10 Min DVD used to gain buy-in from wider industry and local politicians.

The results: Moved the industry away from historic position of only doing things because of legislation and a culture of conflict, to a position where all parties shared the long term capital plans . The outcome was that the streets of London got dug up less frequently.
